Jusoor, which means "bridges" in Arabic, is an international NGO with the mission of “Maximizing the potential of Syrian youth through education”. Founded in 2011 by Syrian Diaspora in the private sector, Jusoor is a unique model of humanitarian intervention known for its innovative approach, dynamic and continuously improving programs, high-velocity execution, and the strength of its global partnerships. We believe in lean impact, and hold ourselves accountable for being nimble and responsive to the realities of Syrian children and youth on the ground and in the diaspora. Over the last 12 years, Jusoor has been bridging the opportunity gap for war- and displacement- affected children at each developmental stage through to their early career. Through our 4 programs – Refugee Education, Scholarships, Entrepreneurship  and Career Development — we have impacted the lives of over 15,000 children and youth through creating diverse and meaningful educational pathways in the Middle East, US, UK, Europe, and Asia; trained over 2,000 entrepreneurs; and empowered over 600 businesses and startups through mobilizing over 23million USD in global support. Our specialized and committed team of 25 staff and 50 frontline educators work passionately to empower and elevate generations of Syrian youth.

We are seeking a dynamic and highly experienced Country Director/Manager to lead and develop and manage Jusoor’s education programs across Syria. This senior leadership role is designed for an individual with extensive expertise in the local education landscapes, and a proven track record in driving large-scale programs in challenging environments. The Country Director/Manager will be responsible for the strategic development, implementation, and oversight of all educational initiatives and partnerships within Syria, ensuring alignment with Jusoor’s mission and objectives. The role requires a deep understanding of Syria’s regional needs, local challenges, and opportunities, as well as the ability to manage teams, build relationships with key stakeholders, and drive long-term impact in the community.

About the Role

Key Responsibilities:

  • Leadership & Strategy: Develop and execute the overall strategy for Jusoor’s education programs in Syria, ensuring alignment with organizational goals and mission.
  • Program Management: Oversee the design, development, and implementation of educational initiatives, ensuring high-impact and scalable solutions.
  • Stakeholder Engagement: Lead efforts to build and maintain relationships with key local stakeholders, including government bodies, educational institutions, community leaders, NGOs, and potential funding partners.
  • Country Operations Oversight: Manage day-to-day operations across Syria, including program execution, logistics, team management, and financial oversight. Ensure all programs meet regulatory and legal requirements.
  • Team Leadership & Development: Lead a team of local staff, providing guidance, support, and professional development. Ensure alignment of all team members with Jusoor’s mission and programmatic objectives.
  • Research & Analysis: Drive comprehensive research efforts on the education sector in Syria, identifying opportunities, gaps, and emerging trends. Provide strategic insights and recommendations to inform program development and expansion.
  • Reporting & Impact Assessment: Ensure the delivery of high-quality reports and impact assessments, capturing program results and lessons learned to inform future activities.
  • Fundraising & Resource Mobilization: Work closely with external partners and donors to secure funding and resources for ongoing and future projects. Represent Jusoor in key high-level meetings and forums to advance the organization’s goals.
  • Risk Management: Identify, assess, and mitigate risks related to program operations, ensuring that all activities are conducted in a safe, secure, and ethical manner.

Eligibility

  • Access to a computer or laptop with high-speed internet
  • Strong computer skills and experience navigating various cloud-based collaboration platforms, including MS Office, Google Drive, Slack, Zoom 
  • Ability to effectively collaborate with other remotely-based team members while also being self-motivated and able to work independently. 
  • Demonstrates respect for diverse identities, including strong multicultural awareness and gender-sensitive behavior as a member of a global team.

Required Skills and Experience

  • Fluency in English and Arabic (spoken and written).
  • At least 5-8 years of experience in the education or NGO sector, with at least 3-5 years in a senior leadership or management role overseeing country-level operations.
  • Proven track record in program management, operations, and team leadership, preferably in challenging or post-conflict environments.
  • Strong knowledge of Syria’s educational landscape, and socio-political context.
  • Experience in strategic planning, research, and project development within the education sector.
  • Strong organizational and operational management skills with the ability to manage complex programs and multi-disciplinary teams across diverse locations.
  • Exceptional communication and interpersonal skills, with a demonstrated ability to engage high-level stakeholders, donors, and partners.
  • Proven ability to manage budgets and financial resources, ensuring efficient use of funds.
  • Ability to travel across Syria and operate in dynamic and evolving environments.
  • Bachelor’s degree (Master’s preferred) in a relevant field such as Education, International Development, or Business Administration.
