Jusoor, which means "bridges" in Arabic, is an international NGO with the mission of “Maximizing the potential of Syrian youth through education”. Founded in 2011 by Syrian Diaspora in the private sector, Jusoor is a unique model of humanitarian intervention known for its innovative approach, dynamic and continuously improving programs, high-velocity execution, and the strength of its global partnerships. Through our 4 programs – Refugee Education, Scholarships, Entrepreneurship  and Career Development — we have impacted the lives of over 15,000 children and youth through creating diverse and meaningful educational pathways in the Middle East, US, UK, Europe, and Asia; trained over 2,000 entrepreneurs; and empowered over 600 businesses and startups through mobilizing over 23million USD in global support. Jusoor newest Career Development department is dedicated to devising and executing innovative programs aimed at addressing career and skills development challenges, particularly focusing on refugees and vulnerable youth within the Middle East. The department's projects encompass a range of initiatives that address skills gaps, and foster socio-economic mobility in the Middle East. This department holds significant potential for several impactful outcomes such as meaningful employment opportunities, labor mobility and integration, early skills development for resilience, and inclusive economic growth. 

About the Role

Jusoor acknowledges the distinctive challenges refugees in the Middle East face when seeking opportunities in the global labor market, and is dedicated to bridging this gap through four unique initiatives:

(1) Empowering adolescents and youth for the future workforce;

(2) Providing access to tech and non-tech opportunities;

(3) Connecting refugees with local and global prospects;

(4) Cultivating strategic partnerships with embassies and private sector companies.

We are looking for an inspired leader to manage our Career Development department, assuming a pivotal role in catalyzing transformative changes in the livelihood of the refugees, vulnerable youth, and their wider communities.

The program manager will be at the forefront of driving transformative impacts on livelihoods. The ideal candidate will possess a unique blend of strategic thinking, team leadership, partnership building, resource mobilization, and a genuine passion for creating positive social change. By collaborating with internal teams, external partners, and utilizing their expertise in the regional context, this individual will convert visionary concepts into tangible livelihood outcomes in Lebanon, Jordan, Turkiye and Iraq.

The responsibilities encompass several critical areas including but not limited to: 

1. Strategic Planning and Program Development:
   a. Develop and execute strategic plans for the Career Development department aligned with the organization's mission and goals.
   b. Design and implement innovative program initiatives in alignment with Talent and workforce trends to enhance the employability and livelihood prospects of Syrian youth.
   3. Stay updated on regional digital reskilling trends, labor market demands, and  talent and skill-building  and educational advancements to inform program strategies.
2. Project Management and Implementation:
   a. Oversee the end-to-end project management lifecycle, ensuring timely and high-quality program delivery.
   b. Develop and monitor project plans, budgets, and resource allocation to achieve program objectives.
3. Team Leadership: 
   a. Provide strong leadership and mentorship to the Career Development team, fostering a collaborative and results-driven environment.
   b. Manage team resources effectively, ensuring optimal performance and professional growth.
4. Technical Advise 
   a. Demonstrate profound expertise in skilling ecosystem, employment and livelihoods, evidenced by a history of successful program design, implementation, and impact assessment.
   b. Develop innovative and evidence-based solutions that push the boundaries of conventional practices in the sector.
   c. Lead the integration of cutting-edge research and emerging trends into program strategies, ensuring the organization remains at the forefront of addressing employment and livelihoods challenges.
   d. Establish a robust system for knowledge dissemination within the team and across relevant stakeholders.
   e. Proactively seek out and engage with academic literature, grey papers, and other scholarly resources, extracting valuable insights to inform program decision-making.
   f. Cultivate an expansive network within the employment and livelihoods sector, actively participating in high-level webinars, conferences, and industry forums to gain and share knowledge.
5. Collaboration and Strategic Partnership Building:
   a. Build and nurture partnerships with governmental bodies; academic and research institutions; educational & training institutions; private sector partners; potential employers, and other stakeholders to enhance program impact.
   b. Foster strategic collaborations that leverage collective strengths for sustainable outcomes in the community.
   c. Represent Jusoor as a thought leader at working groups, conferences, panels, and other industry events, contributing to discussions and showcasing the organization's expertise in employment and livelihoods.
6. Resource Mobilization and Donor Engagement:
   a. Identify and pursue funding opportunities through grant applications, proposal writing, and engagement with potential donors.
   b. Cultivate relationships with existing and potential donors to secure resources for program expansion and sustainability.
7. Impact Assessment and Reporting:
   a. Collaborating closely with the MEAL team, develop robust monitoring and evaluation frameworks to measure the effectiveness and impact of career development initiatives ensuring data-driven decision-making and continuous improvement..
   b. Prepare comprehensive reports and presentations for stakeholders, showcasing program outcomes and learnings and contributing to the organization's commitment to transparency and accountability.


Eligibility

  • Access to a computer or laptop with high-speed internet
  • Strong computer skills and experience navigating various cloud-based collaboration platforms, including MS Office, Google Drive, Slack, Zoom 
  • Ability to effectively collaborate with other remotely-based team members while also being self-motivated and able to work independently. 
  • Demonstrates respect for diverse identities, including strong multicultural awareness and gender-sensitive behavior as a member of a global team. 
  • Bonus: knowledge of program/project management software (Basecamp, MS Project etc.).

Required Skills and Experience

1. Core Qualifications

  • Familiarity with the Syrian context and livelihood challenges faced by refugees.
  • Profound understanding of change management principles and performance evaluation processes.
  • Expertise in program and project management strategies, methods, techniques, and procedures.
  • Ability to generate innovative ideas and solutions, coupled with strong analytical skills.
  • Strong leadership and managerial skills with demonstrated experience.


2. Technical Skills

  • Excellent communication, analytical, and problem-solving skills
  • Proven stakeholder management skills.


3. Experience & Education

  • Master’s degree in business or a related field and well versed in microfinance & vocational training.
  • Minimum five years of experience in program management.
  • Experience in grants and proposal writing
