Jusoor, which means "bridges" in Arabic, is an international NGO with the mission of “Maximizing the potential of Syrian youth through education”. Founded in 2011 by Syrian Diaspora in the private sector, Jusoor is a unique model of humanitarian intervention known for its innovative approach, dynamic and continuously improving programs, high-velocity execution, and the strength of its global partnerships. We believe in lean impact, and hold ourselves accountable for being nimble and responsive to the realities of Syrian children and youth on the ground and in the diaspora. We are also non-political, non-religious and globally registered in the US, Canada, UK, Jordan and Lebanon.
Over the last 12 years, Jusoor has been bridging the opportunity gap for war- and displacement- affected children at each developmental stage through to their early career. Through our 4 programs – Refugee Education, Scholarships, Entrepreneurship and Career Development — we have impacted the lives of over 15,000 children and youth through creating diverse and meaningful educational pathways in the Middle East, US, UK, Europe, and Asia; trained over 2,000 entrepreneurs; and empowered over 600 businesses and startups through mobilizing over 23million USD in global support. Our specialized and committed team of 25 staff and 50 frontline educators work passionately to empower and elevate generations of Syrian youth.

Jusoor supports Syrian entrepreneurs & local communities, start-ups, and small businesses connecting our vast network of experienced entrepreneurs and access to all areas of business support to overcome legal obstacles, scale up, or access funding. Since 2014, we have immersed teams with experienced entrepreneurs, delivered world-class workshops, and connected them to active investors.
Each project is individually curated, based on the companies who are admitted. Each year we host hundreds of sessions and invite dozens of investors, founders, and entrepreneurs to join us and share their journey.
About the Role
Jusoor is implementing the Scale-Beyond program, funded by the Ministry of Digital Economy and Entrepreneurship (MoDEE), to support 10 tech startups in Jordan. The program focuses on enhancing investment readiness, enabling market expansion, and facilitating access to funding and partnerships.
To ensure data-driven decision-making and high-quality program delivery, Jusoor is engaging Data Collection & Market Research Experts to support the collection, analysis, and interpretation of startup and market data.
Key Responsibilities
1. Assessment Framework Development:
- Develop a structured assessment methodology and tools.
- Define key evaluation areas (business model, traction, financials, team, market readiness, investment readiness).
2. Startup Diagnostics:
- Conduct 1:1 assessment sessions with 10 startups.
- Review startup materials (pitch decks, financials).
- Assess readiness for scaling and investment.
- Validate market context per startup (competitive landscape, market sizing claims).
- Check legal and regulatory readiness (IP protection, licensing, compliance).
- Summarize key risks (SWOT) per startup to inform the roadmap.
3. Investment Readiness Scoring
Develop or apply an Investment Readiness Scorecard for all startups
Score startups across:
- Financial readiness
- Market validation
- Scalability
- Team capability
- Provide numerical scoring + justification per startup
- Benchmark scores against comparable regional accelerator/incubator programs for context.
4. Customized Support Roadmaps
- Translate diagnostic findings into clear, actionable roadmaps per startup
- Define:
- Priority interventions
- Required expert profiles
- Suggested number of sessions
- Expected outcomes per startup
- Hold a validation session with each startup to review findings and confirm buy-in before finalizing the roadmap.
- Provide a suggested timeline/sequencing for interventions.
5. Coordination with Program Team
- Work closely with Jusoor team to:
- Align diagnostics with program design
- Support expert matching
- Adjust interventions based on findings
6. Reporting:
- Deliver 10 individual diagnostic reports.
- Provide gap analysis and recommendations.
- Recommend baseline KPIs per startup to enable future progress tracking.
7. Consolidated Report:
- Provide summary insights and recommendations.
8. Preparatory & Quality Assurance Tasks:
- Conduct an inception/kickoff meeting with Jusoor to align on scope, timeline, and confirm the startup list.
- Submit a deliverables and timeline table with explicit milestones within the agreed period.
- Undergo an internal quality assurance review of reports before final submission.
Taxes and other Terms:
- The offer must be addressed to Jusoor / Scale-Beyond: Empowering Growth for Jordan-Based Startups
- All financial proposals must be submitted in USD
- The selected agency is expected to deliver all outputs within the agreed timeline after contract signing
- The proposal should clearly include the methodology, and tools
- Company registration certificate must be provided with the offer
- Relevant experience and references must be included
- Other terms may apply and will be communicated prior to final award
- The financial offer must be inclusive of all applicable taxes (including VAT, if applicable)
